Monks gain the ability to strike any opponent twice with their hand in a
single combat round. The chance of gaining the second attack increases as
their mastery with this skill goes up.
Note that this skill is quite different from double attack. Monks with this
skill will not get a second attack when using a weapon instead of their fists.
